-- After the three-week military campaign that dispatched the regime of Saddam Hussein, the Bush administration may be tempted to unleash American forces against the next fire-snorting dragon down the line, whether in Syria, Iran or North Korea. While President Bush has every right to be pleased by the victory in Iraq, he should not confuse the military achievement for a validation of his doctrine of pre-emptive strikes.

-- One by one, the rationales for the invasion and occupation of Iraq are falling away. Administration postulations of a grave and gathering Iraqi WMD threat and of a Saddam-Osama alliance dedicated to visiting a nuclear 9/11 on the United States have evaporated in the absence of discovered WMD. The same holds for an alleged collaborative relationship between Iraq and al-Qaeda and Saddam's complicity in 9/11. There is, indeed, no there there.

provides a formal rationale for the Bush administration's rhetoric and actions against Iraq. The US seems prepared "to forestall or prevent... hostile acts" and "act preemptively" to remove Hussein from power because of the "emerging threat" his country might pose to international peace. But within two months of announcing the new strategy, the North Koreans decided to put it to the test. And it looks like the Bush Doctrine has failed.
