Marriage promotion aff

I have an aff that has the following plan:

THUS, WE DEMAND:
THAT THE UNITED STATES FEDERAL GOVERNMENT INCREASE SOCIAL SERVICES TO PERSONS LIVING IN POVERTY IN THE UNITED STATES BY PROHIBITING THE PROMOTION OF MARRIAGE THROUGH TEMPORARY ASSISTANCE FOR NEEDY FAMILIES

I'm really worried about topicality. I'm not even increasing a service. I'm actually decreasing a service by forcing TANF to no longer promote marriage. It's also not really a social service to ban something. I don't increase assistance to single mothers either, unless you count indirectly by solving racism, patriarchy etc. Any idea how to fight topicality, cuz this aff didn't come with an anti t file. Also, does anyone have any anti t in general?

You're theoretically still increasing a social service by removing a previous barrier...

But there is a T for removing a barrier. I can give you a better aff for TANF its not too bad

The point of your aff is to get rid of the marriage promotion sector to 1) break down the barriers of race and sexuality and allow for a more progressive struggle against poverty and 2) Use the money that went into it to boost funding for other things.  You're increasing a service by making them available to all by--like was said earlier--removing the barrier.
